Calculating the Average Correlation Coefficient: Why?

This report provides a SAS-code program for calculating the average correlation coefficient that is a continually used statistic.  I always use the statistic in my statistical modeling and data mining. However, I am curious in the ways my colleague data analysts use it, as I get daily about a dozen hits on my website for this link, which is indicated by the exacting search phrase "average correlation coefficient."
